Government Whip in the Legislative Council

Liberal Member in the Parliament of South Australia

Address in Reply

May 22, 2014

I rise to support the motion. At the outset I congratulate the Governor and Mrs Scarce on the way they conduct themselves at all times and represent the people of South Australia. I am incredibly proud of the work they do and, as I said in a previous speech, I rarely congratulate the former premier Mike Rann on a number of his appointments, but I think premier Rann got it absolutely right wit...Click here for full story

Matter of Interest - South Australian Economy

May 7, 2014

I wish to speak today about the dire state of the South Australian economy. Everyone in this place would be aware that the Liberal Party ran on a platform of reinvigorating the economy through a combination of tax cuts and lowering government spending. Unfortunately, the election result, while close, did not see a change of government, but it does not mean that a similar outcome cannot be ach...Click here for full story

Statutory Authorities Review Committee: Annual Report 2012-13

November 27, 2013

I start my contribution by thanking the Hon. Carmel Zollo for her stewardship over the last five years. I have been on this committee for my entire parliamentary career and she has had this committee in her control over the last five years. I believe it is a very good committee that serves the people of South Australia and this parliament. Can I also thank the staff. I will not mention everybody...Click here for full story

Motor Vehicles (Driver Licensing) Amendment Bill

November 14, 2013

I rise on behalf of the opposition to speak on this bill. As outlined previously by the Minister for Aboriginal Affairs and Reconciliation, this bill amends the Motor Vehicles Act to enable the minister to exempt remote Aboriginal communities, initially the APY and MT peoples, from the onerous licensing regulations. The opposition believes this to be common-sense legislation. It is quite obvi...Click here for full story

F-Class Rifle Shooting World Championships

October 30, 2013

Thank you, Mr President, for that welcome for my guests. I wish to speak today on our world champion sporting shooters in this state. Recently, I had the pleasure of attending the South Australian state rifle championships at the Lower Light Rifle Range. I was given the honour of presenting trophies during the formalities of the event. I was lucky enough to meet some gentlemen, who are guests of m...Click here for full story

South Australian Housing Trust (Miscellaneous) Amendment Bill

October 30, 2013

I rise on behalf of the opposition to indicate our support for the second reading of this bill. There are aspects of the Hon. Robert Brokenshire's bill that the opposition wholeheartedly agrees with and there are other aspects where, whilst we may agree in principle, there may be some unintended consequences that need to be thrashed out. We will work with the Hon. Robert Brokenshire and his party ...Click here for full story

Aboriginal Lands Parliamentary Standing Committee (Presiding Member) Amendment Bill

October 16, 2013

I move: That this bill be now read a second time. This bill was introduced by the member for Morphett in another place where it passed on 26 September. The member for Morphett along with myself, the Hons Tammy Franks and Russell Wortley from this place, and the members for Giles and Reynell from another place and the honourable minister make up the Aboriginal Lands Parliamentary Standing Committ...Click here for full story

Equal Opportunity (Sporting Competitions) Amendment Bill

September 25, 2013

I rise to speak to the Equal Opportunity (Sporting Competitions) Amendment Bill, which was originally introduced by the member for Taylor in another place, passed on the voices and transmitted here. This was no surprise either, given its intentions are honourable and the end it seeks is uncontroversial. This bill merely allows current practice to continue, or more specifically, to prevent the stat...Click here for full story

Aboriginal Lands Trust Bill

September 24, 2013

I rise to speak on behalf of the opposition on the Aboriginal Lands Trust Bill 2013, which replaces the Aboriginal Lands Trust Act 1966. The intention of this bill is to improve the use of trust land for the ultimate benefit of the Aboriginal people in this state. The minister's explanation went into the history of the bill and the philosophy around it, and I will not go into that again. I will, ...Click here for full story

Select Committee on the Department for Correctional Services Report

September 11, 2013

I move: That the report of the committee be noted. I rise to speak to the report of the Select Committee on the Department for Correctional Services, which was laid on the table just before the winter recess. This committee was established in February 2011, during the previous session of this parliament, after revelations of deep-seated cultural issues in the department and the dysfunction cause...Click here for full story

Condolence Motion - Hon F.T. Blevins

September 10, 2013

I rise to support the comments of both the Leader of the Government and the Leader of the Opposition about the Hon. Frank Blevins. Can I say from the outset that I pass on my family's condolences to Doreen and her family. My wife actually went to school with Frank's children and I certainly knew a couple of them reasonably well. I had the pleasure, or displeasure, of coming second to Frank Blevins...Click here for full story

Appropriation Bill 2013

July 25, 2013

That was a heartwarming speech from the Hon. Gerry Kandelaars because, as we all know, socialist governments are terrific until they run out of other people's money to spend. The Hon. Gerry Kandelaars has just highlighted how wonderful they are while the borrowing is happening, but at some stage the tap is going to be turned off and do you know what is going to happen then? The Liberal government ...Click here for full story

Matter of Interest- Joy Baluch AM

June 19, 2013

I rise today to make a contribution, on the record, on the life of Joy Baluch AM, who lost her battle with breast cancer recently. Given her impact on the community of Port Augusta and the history of this state, five minutes does not do her justice. I had the pleasure of knowing Joy personally. I came to know her when I was a much younger man involved in the retail trade. I got a phone call from ...Click here for full story

Matter of Interest- Australian Prosperity

May 1, 2013

Last Thursday was ANZAC Day, which should be a time to take stock of what is important and to remember the ultimate sacrifice that so many individuals have made for our country's cause. This reflection triggered for me thoughts on why our country has fought the wars it has fought. We as Australians believe in the fair go. Personally, I believe the fair go we often refer to means opportunity and op...Click here for full story

Statutes Amendment (Real Estate Reform Review and Other Matters) Bill

April 9, 2013

I rise to speak on behalf of the Liberal Party with regard to this bill. I acknowledge the member for Goyder in another place for his assistance and ongoing work on this bill; he really has been tireless in his efforts. It has been difficult to make sure that we have been quite steady in our resolve to support the industry with this bill, given that at different times there have been conflicting o...Click here for full story
